regional intersection L&D officer

The creation of the regional platforms has provided with a great opportunity to enhance a certain number of key activities including L&D through staff mobility and trainings offer for example. However, the potential that was created is still untapped for many reasons including the time require for finding the optimal positioning of the platforms within a system that was used to operate in each way.

As for L&D activities, coincided with a much larger reflexion that has since established a philosophy and will soon define a strategy and new structure. At the same time, the training unit was also reviewing its role and its mission with some clear indications on the changes that should be expected in the coming years.

In the context, the platform has adapted their activities to the most urgent and important needs, even though they have clearly anticipated and integrated the different the visions that were defined at each level.

Mission

The mission of L&D teams is to propose coherent support to fields fort them to ensure a global mobile et diverse workforce capable to answer operational needs thanks to their abilities and motivation. LFor that, the intersectional regional  L&D officer will

Act as the primary interlocutor for L&D activities in the region, establishing an effective connection between the L&D Department of the Ocs, the Cellules and the HR Unit teams.

The intersectional regional L&D officer provides strategic and functional expertise and advice in learning & development, with the aim to plan and apply processes and activities that foster the development of a diverse and competent workforce to achieve the missions’ operational goals effectively in the region by:

  • Develop and coordinated effort between the internal actors (RH Unit, cellules, MSF Platforms, and mission) and external as institution or other NGOs to understand barriers faced, the real needs, the LnD opportunities, and support the staff professional development in the region.

Build a regional personnel learning and development offer and strengthen mentoring capacity adapted to staff needs.

  • Map learning opportunities and partnership opportunities at the regional level and support on the common L&D needs identification that the OCs have on the field and propose synergic solutions.
    • Strengthen MSF training capacity, mentoring/ coaching offer, in specific skills development (clinical internship, …..) by Explore possibility of creating a good network in the region
  • in collaboration with the training supervisor, define a training program in English and French adapted to our employees to meet MSF's operational needs.
  • Relay the activities and tools of the L&D department (eg. Mentoring & Coaching offer, , new learning initiatives, training catalogue…) and make sure that the teams in the field are having a timely and comprehensive access to relevant tools, resources, and information.

 

  1. Emulate networking, cooperation and economy of scale between the different missions and sections operating in the region, and with external institutions/providers.
  • Foster knowledge and expertise sharing between the different missions/teams in (and beyond) the area of coverage
  • Reinforce resources sharing and common initiatives with other sections in the region.
  • Maintain an active networking with reference Training and Education Institutions and Providers and looks for opportunities for alliances and partnerships that can enrich the portfolio of available learning solutions and resources.
  • Connect learning needs to operational needs where possible.
  • Brief, debrief and do capacity building for teams involved in L&D activities.

 

  1. Contribute to the creation of tools and processes that will facilitate learning and development of staff in the region.
  • Participate to relevant working group about new L&D tools
  • Help to pilote new L&D initiative in the region
  • Promotes the use of generic L&D principles and standards for existing interventions.
  • Provide a technical supervision for L&D teams in Dakar (guidance on technical choices, toolkit maintenance and update, backup whenever it’s necessary, etc.).

 

  1. Other activities
  • Contribute to animate “Welcome to MSF” session, regionally and in the mission if needed in close collaboration with recruitment, Carrier Advising
  • Monitor and evaluate the L&D need and propose actions that are fits with the intersection vision in the region: in close collaboration with Ops HR teams, ensure a proper follow up of L&D action that are undertaken by mapping and assessing all those actions in order to keep track of their impact on the development curve of each staff.
  • Carry out field visits to provide support to the HRCo, PDM and update his/her knowledge of the medical and operational contexts, target audiences and field practices. 

 

Professional skills
  • Strong interest in educational sciences/Pedagogy, diploma preferred but strong experience/expertise is expected as a minimum (Mandatory)
  • Management experience in the field, preferably in MSF or similar NGO’s (Mandatory)
  • Experience in Project Management is an asset
  • Experience in People Development is an asset

Education and Experience

  • Bachelor or Master Degree Education and/or technical training in Education, Instructional Design or Pedagogy.
  • Knowledgeable of adult learning principles and its application at program design and development.
  • 2-5 years experiences working in training & development functions, preferably in international and multi-cultural settings.
  • Experience with e-learning is an asset

Capacities and skills

  • IT competencies: Word, PowerPoint and Excel are essential
  • Languages: bilingual French-English (written and spoken)
